Hosting our own Loomio instance to get around this closed beta thing

So I did some research, and it turns out we can get our own version of Loomio running on the Heroku platform for about $10 a month.

I was thinking about doing this for New York so that we could have an unlimited number of users. Although if it's a full Loomio install, there's no reason we couldn't give groups to every state.

Anyone want to split the cost?
