The LUCOOP project that we participated in, which brought together a group of academics with interests in cooperation and cooperatives, along with some cooperative practitioners, with some in both camps, produced as one project output a set of three booklets looking at different aspects of organising. But if you look you will see these rates are based on a 35 (not 40) hour week, so more than £19 per hour before tax/NI - which is certainly not a 'pittance'. And £35,000 a year would be regarded as a good wage in much 'mainstream' employment as far as I'm aware.
