We need working groups. They'll start forming gradually, but here's three to begin with:
Application-writing
Communication
Construction
Then each can start its own thread..

a team of 4-5 should be there to make sure things can move forward. Including the writing, communication and construction. of course other teams can be created.

Working groups could have 1-2 people who will organize meetings within the team and spread the news in the general assemblies of all people involved. Again, opening threads in loomio opens up the the process and helps people get involved and express their ideas at any point of the project.

Subgroups are important. I agree. But we need some people who will initially deal with the technicalities promotion and negotiation in relation to the involvment of the rest. After that we can leave it self organozed. For now we know it is not to thst level yet.
