I'd like to see more information presented to the board with a request for this amount toward a 100 person event. When did organisers realize that a 900euro per person budget was not going to be met, what steps did they taketo.make change?
Yes OSGeo should ensure events happen. A budget of 900 euro per person seems a lot. OSGeo is paying 300euro per attendee. Please consider this precedent for future funding and travel grant requests ;)

I'd like to see more detail - a 9k euro budget for 100 people is quite a lot. Is geocamp selling tickets/free? Are they supporting travel? I'm guessing it's an expensive venue...
