Strategy for Jan-Mar and next steering group mtg

A brief document outlining our strategy as a result of meeting on 4 Jan and subsequent discussions on Loomio and in person. I suggest this is what the core and sub-groups aim to deliver on for next couple of months. We can then review at next steering group meeting which I am proposing to be on 8 March.
