Initial participatory budgeting trial

Following from the well supported proposal this group has been created as a space to collaboratively develop a participatory budgeting process.
I sketched out how i felt such a process could run, but am very happy to hear other peoples ideas. I'd encourage people to read the discussion in that thread, also the two linked threads that lead to that proposal.

Just commenting to say that I only just saw this now, after the poke from @Nathan Schneider (also helps he's on the latest episode of a certain podcast), so perhaps we need a stronger alert mechanism.

Hey, @dazinism, we're talking about how to move forward with this in the Finance Committee Circle. Would you like to have someone team up with you on this? If you're too busy for this now, we can also just take over for you all together.

Yeah any ideas would be great. There was a load of interesting suggestions and discussions in the threads that lead here. Although theres a fair bit there to read through.
Guess it might be a good to make a brief summary? Ill have a look at doing that.
