Same procedure like retreat with fall back to execution to the lead if no response in-time from collaborators. List should be extend by the whole team (proposals open to core and community (curated)).

I'm good with this. I would even go a step further and ensure that we use our qualified list and extend it. Furthermore I would like to have clear responsibilities so I can take the lead to ensure it's happening. If not I would like to see another lead who ensures in-time delivery.
