Breakout groups within a discussion?

For part of my phd dissertation, I used a modified version of Loomio 1.x to run some experiments with each discussion divided into breakout groups that were periodically reshuffled. I'm interested in being able to do this in the current version of Loomio.

Is there currently any kind of plugin system that would be flexible enough to implement this as a plugin? Or would it have to be added to the core code?

In either case, is this something y'all would be interested in collaborating on? I'm already pretty familiar with the back-end code and have general front-end experience.
