Late to the party but I think capping membership is a good idea. Coupled with removing non active members eventually you get a fully active club.
The converse way to look at Jerrys point is that you are getting a huge membership that contribute nothing. This leads on to a secondary option of looking for a clear justification for a member joining depending on what they could bring to the club and a decision being made on that.
