Soft freeze exemptions for 3.4
Polls regarding whether freeze exemptions should be granted for the 3.4 release.
Developers requesting a freeze exemption guarantee, that they will be fully committed to make any code introduced based on this exemption with extreme care throughout the bugfixing period and that they are available to fix any inconveniences introduced by them.
A freeze exemption is no guarantee for merging but rather a prolonged reviewing period, which will be used to guarantee only code of very high quality shall enter the QGIS codebase.
Feature freeze starts 2018-09-14
QGIS 3.4 release is 2018-10-26

No sure why it's apparently impossible to keep a date that was set long upfront. This may make sense for important PRs that were waiting long before the freeze date, but for anything else what doesn't make it into this slot could just wait for the next (although I realize that the LTR is a special case).
