Verbosity in proposals.

We've had a few instances now where people have voted in support of things without reading the whole proposal.
Thoughts on mitigating problem:
- Put specifics in title, ("Use Foundation instead of BootStrap")
- Keep proposals short and to the point. A few sentences usually does the trick.
- Important details should be highlighted at the beginning, so as not to accidentally cause confusion.
- For larger / more complex proposals, make a draft on the wiki before the actual voting phase. Share it in the topic's discussion before voting, if you think some extra insight would help.
