What if someone joins and is extremely disruptive?

What would we do if someone joins and agrees to all the various decisions, shows up and signs on the land, and then doesn't follow the rules but tries to get everyone in trouble lets say they start a "meth lab" or such that is obviously against the law and they need to go and everyone agrees on it, what could we do? What if it's not against the law, but we still 95%+ agree that they need to go, maybe we aren't even there yet but still in the forum process, what then? What percentage agreement should someone be considered too much trouble to work with by the group?

I think the best solution for that would be to call a group meeting and call it out before it gets to disruptive, ask them why they are doing it and try to understand. If they are simply completely against what the community stands for (in which case why did they join in the first place) or if they continue to be disruptive come to a consensus in the group and either give them a warning, a time out where they spend a few days back in the money system or though them out completely.
